I was honoured to participate recently in an international roundtable on cross-border philanthropy/charity law, sponsored by STEP (the Society of Trust and Estate Practitioners) and CAF (Aiding Charites Foundation), and a recently published report on the roundtable (appearing in the STEP Journal) is at this LINK.

As was noted at the roundtable, Canada has demanding rules that sometimes apply for the creation of charities, but this has the advantage of sometimes obliging philanthropists and donors to concentrate on their philanthropic plans, and in some cases to almost create a kind of business plan in advance.
