At this link is my article on the above topic that just appeared in the STEP Journal published in London, UK.

There is speculation that the 3.5% disbursement quota (DQ) for Canadian charities will rise a bit next year.  Private and public foundations will certainly take notice, but working charities usually have no problem meeting the DQ in any event.
